Can't Receive Verification Codes in External Portals or SMS in Workflows?
To further strengthen anti-fraud and anti-spam measures, China’s three major telecom operators have continuously introduced and tightened SMS regulation policies under government supervision. Currently, the following three key policies may cause issues such as failed or delayed SMS delivery, or users not receiving messages. Please review and update accordingly.
- SMS cannot be sent unless the sender signature has completed real-name registration.
- SMS containing URLs or contact information are very likely to be intercepted.
- Nighttime throttling by operators (estimated window: 23:00–07:00).

What Is an SMS Signature?
For example, in the message:
【HAP】Your verification code is 706332. Thank you for using our service!
The signature here is “HAP”, automatically added in brackets at the beginning of the message.
Now, all SMS signatures must be registered with real-name authentication, ensuring that the sender can be clearly identified to reduce fraud and spam.
Signature Sources and Guidelines
| Source of Signature | Requirements |
|---|---|
| Full Legal Name of Company / Organization | Must exactly match the name on your official business license. If the name exceeds 12 characters, consider using a registered abbreviation. Organizations or institutions must use the full name. |
| Company Abbreviation | The abbreviation must be contained in the official name, and clearly represent a unique entity. No rearranging, skipping characters, or omitting key parts is allowed. |
| Trademark Name | Must be a registered trademark listed in the China Trademark Office. |
SMS Signature Review Time
Due to differing review processes across the three major telecom operators, the average time to get all approvals after submission is 3 business days. If the signature is based on a trademark name, the review time may take up to 7 business days.
After 3 working days, use phone numbers from all three carriers to test SMS delivery using the registered signature in small batches. Once the delivery success rate meets expectations, you can proceed with bulk sending.
Modifying the SMS Signature
To modify your SMS signature, you must first complete Organization Verification on the HAP platform.
SMS signatures affect all areas that send SMS messages, including:
